Job summary
The Infected Blood Compensation Authority (IBCA) is a new arms-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.
We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.
IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Job description
The IBCA Data Product and Delivery team sits within the wider Data Directorate, and leads on the implementation of both the data products that underpin IBCAs data capabilities but also the platform it sits on. IBCA is seeking experienced technical business analysts who will play a crucial role in bridging the gap between business needs and technical solutions, ensuring that our software development initiatives are aligned with strategic objectives and deliver tangible value.
This vacancy is for G7 technical business analysts, which will work within the Data product and delivery teams, alongside a number of other key product and delivery roles.
You will be responsible for eliciting, analysing, documenting, and validating data requirements, translating them into clear and concise technical specifications for development teams.
You will be responsible for liaising across the ba community within the service, to both better enable IBCAs service capability, but also to support evolving a business analysis community.
Responsibilities
- Collaborate with stakeholders across various areas of IBCA (e.g., Product, Operations, Development, QA) to understand business processes, identify pain points, and define requirements for new features and system enhancements;
- Conduct in-depth analysis of existing systems and workflows to identify areas for improvement and propose innovative technical solutions;
- Translate high-level business requirements into detailed functional and non-functional specifications, user stories, use cases, and process flows;
- Work closely with development and QA teams throughout the software development lifecycle to ensure requirements are clearly understood, implemented correctly, and thoroughly tested;
- Facilitate requirements gathering workshops, interviews, and brainstorming sessions;
- Create and maintain comprehensive documentation, including requirements specifications, design documents, and user manuals.
- Support the project management team in planning, estimation, and risk assessment activities;
- Participate in system testing, user acceptance testing (UAT), and post-implementation reviews to ensure solutions meet business needs;
- Communicate effectively with both technical and non-technical audiences, explaining complex concepts clearly;
- Stay abreast of industry trends and best practices in business analysis and technology.

Essential Criteria
Experience:
- Proven experience of working as a technical Business Analyst, with a strong focus on data projects in a hybrid data and digital development environment.
- Proven experience working within Agile/Scrum methodologies.
Technical Acumen:
- Strong understanding of the data development lifecycle (SDLC) and various development methodologies.
- Ability to read, understand, and interpret technical documentation (e.g., APIs, database schemas, system architecture diagrams).
- Familiarity with database concepts and experience with SQL for data querying and analysis.
- Understanding of web technologies (e.g., HTML, CSS, JavaScript) and system integrations (e.g., RESTful APIs, SOAP).
Analytical & Problem-Solving Skills:
- Exceptional analytical and critical thinking skills with the ability to break down complex problems into manageable components.
- Demonstrated ability to identify root causes, propose effective solutions, and anticipate potential issues.
Communication & Interpersonal Skills:
- Excellent verbal and written communication skills, with the ability to articulate complex technical concepts to non-technical stakeholders and vice-versa.
- Strong presentation and facilitation skills.
- Ability to build strong relationships and influence stakeholders at all levels.
Tools & Techniques:
- Proficiency in requirements management tools (e.g., Jira, Azure DevOps, Confluence).
- Experience with process modeling tools (e.g., Visio, Lucidchart, draw.io).
- Skilled in creating various documentation types, including user stories, use cases, flowcharts, and wireframes.
Desirable Criteria
- Experience with specific industry domains (e.g., Finance, Healthcare, E-commerce).
- Certifications such as CBAP (Certified Business Analysis Professional) or CSPO (Certified Scrum Product Owner).
- Familiarity with UI/UX principles and design tools.

Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

Selection process details
After submission of the first stage of your application you will be invited to complete a Civil Service Numerical Test.
