Job summary
The Infected Blood Compensation Authority (IBCA) is a new arms-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.
We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.
IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.
Successful applicants will join the Civil Service Pension Scheme.
Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately up to 5 years, after which IBCA will become a smaller residual service. When IBCAs work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
The L&D team is newly established and sits within the HR Directorate at IBCA. We provide an expert service to all IBCA Directorates and support learning and development throughout the organisation. The successful candidate will have the opportunity to shape the L&D service to ensure the highest level of service and efficiency.
Job description
This role will be a key part of offering professional services to the wider organisation and includes:
- Design and delivery in face-to-face and virtual settings of high quality learning events, using existing products and adapting/refining to ensure ongoing targeted relevance in response to IBCA needs.
- Design and delivery of bespoke IBCA learning products in response to wider business requests.
- Management of a bespoke L&D Mailbox, with SLAs around response times.
- Providing advice and guidance to learners both in response to queries and through the wider L&D strategic approach such as using IBCA Together to promote opportunities.
- Interaction with Finance partners and ownership of Purchase Order and booking processes.
- Act as single point of contact (SPOC) representing IBCA with wider L&D networks, briefing key messaging to the L&D Partner (SEO).
Key Responsibilities
- Design and delivery of high quality learning interventions to all Grades.
- Build and maintain FAQ documents for inbox queries.
- Updating of L&D Page on IBCA Together, along with IBCA messaging as required.
- Manage the inbox proactively, ensuring SLA is met and that cover is in place for absence. Clear visibility of all absences in advance, to aid cover planning.
- Refresh and maintain the processes around L&D spend tracking.
- Refresh and maintain process of Mandatory Learning tracking, assuring data via CS Learning and comms to Directors as required.
- Finance and purchase order queries.
- Other ad hoc requests from Head of L&D and Apprenticeships Lead.
- Act as SPOC (single point of contact) for Gov.Campus, provide accurate pricing for products.
- Secretariat duties for the L&D Working Group (booking/note taking/agenda management etc).
Person specification
Essential Experience:
- Background in providing learning delivery to a diverse audience and ability to make effective use of varied delivery methods.
- Ability to gather and assess feedback from learners, and use this to improve or evolve products.
- Confidence in collaborating across a complex organisation, with colleagues of all Grades.
- Ability to gather and use evidence/insights to make well reasoned decisions and recommendations.
- Highly organised with experience of managing competing priorities, to tight timescales.
Desirable experience:
- A background and solid understanding of wider Government platforms such as Civil Service Learning and Government Campus.
