Full job description

We are looking to appoint an experienced and dedicated HR Business Partner (Immigration Specialist) to lead and deliver all aspects of HR within our Ofsted-regulated residential children’s home.

This position plays a vital role in supporting a growing workforce of approximately 35 staff, expanding towards 60 employees and self-employed contractors. The successful candidate will ensure the organisation operates in full alignment with HR best practice, safeguarding requirements, and UK immigration legislation, particularly in relation to workforce sponsorship.

You will take ownership of immigration oversight and compliance, ensuring the service remains fully up to date with Home Office rules, policy changes, and evolving guidance, while supporting long-term workforce planning within the children’s care sector.

Key ResponsibilitiesHR Strategy, Compliance & Immigration Oversight

  • Design and deliver HR strategies that support operational priorities, regulatory standards, and workforce sustainability.
  • Take full responsibility for all immigration-related matters, including sponsorship management, visa compliance, and right-to-work processes.
  • Stay consistently informed of Home Office updates, rule changes, and policy developments, ensuring immediate implementation within the organisation.
  • Provide expert advice to senior leaders on the impact of immigration changes and workforce implications.
  • Ensure adherence to employment law, safeguarding frameworks, and Ofsted expectations at all times.
  • Review and update HR and compliance policies to reflect current legislation and regulatory requirements.

Recruitment, Sponsorship & Onboarding

  • Manage the full recruitment lifecycle, including sourcing both domestic and international candidates where required.
  • Ensure all recruitment activity aligns with safer recruitment and safeguarding standards.
  • Oversee sponsorship processes, including Certificate of Sponsorship (CoS) allocation, Skilled Worker visa applications, and ongoing Home Office compliance.
  • Implement effective onboarding systems, ensuring all employees meet right-to-work requirements and documentation is accurately recorded and maintained.

Learning, Development & Workforce Planning

  • Assess organisational training needs and coordinate mandatory and developmental training programmes.
  • Support managers with guidance on immigration responsibilities and compliance requirements.
  • Contribute to workforce planning initiatives, particularly in relation to international recruitment and retention strategies.

Employee Relations & Staff Wellbeing

  • Act as a key point of contact for employee matters, promoting a positive and inclusive working environment.
  • Manage employee relations issues, including disciplinary and grievance cases, with consistency and fairness.
  • Provide clear support and guidance on immigration-related queries where needed.
  • Lead initiatives aimed at improving staff wellbeing, engagement, and retention.

Performance Management

  • Oversee appraisal processes, performance reviews, and development planning across the workforce.
  • Support line managers in addressing performance concerns and driving improvement.
  • Introduce recognition and reward approaches to maintain staff motivation and retention.

HR Systems, Compliance & Reporting

  • Maintain accurate and up-to-date HR records, including employee documentation, training records, and compliance data.
  • Ensure the organisation is fully prepared for Home Office inspections and audits, with robust record-keeping systems in place.
  • Produce HR reports and workforce data to inform decision-making and strategic planning.
  • Ensure all data is handled in line with GDPR requirements.
  • Use HR metrics to identify trends and provide actionable insights.

Qualifications & Experience

  • A minimum of 3 years’ experience in an HR Manager or HR Business Partner role.
  • Demonstrable experience managing UK immigration processes, including Skilled Worker visas and sponsorship compliance.
  • Up-to-date and in-depth knowledge of Home Office rules, guidance, and regulatory expectations.
  • Previous experience within an Ofsted-regulated residential children’s home is essential.
  • Strong understanding of employment law, safeguarding practices, and safer recruitment.
  • Experience handling complex employee relations matters.
