Help shape the next stage of a growing home care service
ELMS Health Solutions Ltd is a CQC-registered domiciliary care provider supporting adults to live independently in their own homes across Cambridgeshire and Norfolk. As we grow, we are strengthening our operational leadership so that quality, compliance and a personal approach remain at the heart of the service.
This is an opportunity for an experienced operations professional to take ownership of the systems, people processes and operational oversight that enable a regulated service to run well. You will work closely with the Registered Manager and Director, with the authority to improve processes, bring greater clarity and accountability, and help build an organisation that is ready for sustainable growth.

What you will lead
- The day-to-day operational performance of the service, ensuring priorities are clear and followed through.
- Operational governance, management reporting, risk tracking and readiness for CQC assessment.
- HR operations, including onboarding, employee records, absence processes and coordination of formal people matters.
- Workforce oversight, including capacity, rostering risks, visit completion and timely escalation of concerns.
- Quality assurance systems for care records, audits, incidents, complaints and improvement actions.
- Continuous improvement across systems, processes and communication.
- What you will oversee, with support from others
- Care coordinators and operational colleagues responsible for rotas, care documentation and day-to-day service delivery.
- Supervision, appraisal, competency and spot-check schedules, working with team leaders and senior staff.
- Payroll information, invoicing and financial administration, working with payroll, accountants and the Director.
- Complex HR, legal and immigration compliance matters, with support from retained professional advisers.
- Safeguarding and clinical matters, with clear escalation to the Registered Manager.
What success will look like
- Operational risks are identified early and acted on before they become crises.
- Managers have accurate information and clear recommendations on which to base decisions.
- Compliance evidence, records and improvement plans are current and easy to retrieve.
- Teams understand expectations, responsibilities and escalation routes.
- The Registered Manager has greater capacity for clinical leadership, regulatory relationships and strategic direction.
- ELMS can grow without compromising quality, responsiveness or staff support.
About you
You may already work in adult social care, but this is not essential. We welcome applications from experienced operational leaders in healthcare, professional services, facilities management, financial services or another regulated environment.
- At least three years’ experience in an operational or management role within a regulated or quality-focused environment.
- Experience coordinating several workstreams and bringing structure to complex operations.
- Practical knowledge of HR processes, including absence management and formal employee relations procedures.
- Experience producing management information, governance reports and clear recommendations for senior leaders.
- Sound judgement, critical thinking and the confidence to make proportionate decisions within agreed authority.
- Strong systems capability, including Microsoft 365. Experience of CareLineLive or another care-management system would be useful.
- The communication skills to build trust, challenge constructively and influence people at different levels.
Desirable, but not essential
- Knowledge of CQC regulation and adult social care.
- A management qualification such as ILM, CMI or equivalent.
- Experience of UKVI sponsor compliance.
- A Level 4 or 5 qualification in Health and Social Care.
Practical information
The role is primarily office based, with regular travel to ELMS locations and teams across Cambridgeshire and Norfolk. The expected frequency of travel, mileage arrangements, core hours and any out-of-hours responsibilities will be discussed clearly during the recruitment process. An Enhanced DBS check and satisfactory right-to-work checks will be required.
