Defence Relationship Management

Applications are invited for a Full-Time Defence Relationship Management (DRM) at the West Midland Reserve Forces & Cadets Association (WMRFCA). The post, which is available immediately, is based at the Association’s Headquarters in Harborne. The DRM is the lead for the delivery of regional employer support and Employer Engagement in the areas of Coventry Warwickshire and Solihull and is responsible, through the Association’s Head of Engagement, for the Association’s compliance with the MoD’s Directorate of Relationship Management (DRM) Business, Marketing and Communications Plans. The DRM manages the interface between regional employers and the Ministry of Defence (MOD). Developing and maintaining partnerships with organisations throughout West Midlands, the DRM offers advice and support on employing members of the Armed Forces community, whether they be Reservists, Veterans, Cadet Force Adult Volunteers or military spouses. As well as directly managing relationships with employers and civil communities , the DRM also delivers a range of prestigious engagement events throughout the region. The DRM’s work really matters. As a key delivery agent of the Armed Forces Covenant, the appointment plays a crucial role in developing meaningful, mutually beneficial links between the Armed Forces and wider society throughout the West Midlands.

The Role

The Person

· Actively manage relationships with major regional employers in support of Defence objectives.

· Work closely with military counterparts to deliver multi-layered partnerships across key accounts.

· Tailor the Defence-employer proposition to individual organisations, maximising attractiveness and ensuring genuine mutual benefit.

· Act as a support for reservists and specified employers alike in providing a range of relevant guidance and advice on reservist/employer issues.

· Strong background in account management or comparable client-facing work; Defence understanding preferable but not essential.

· A credible and confident communicator with a high level of emotional intelligence.

· The ability to engage with senior people across corporate, public, political and military sectors.

· A team player and a self-starter; articulate, honest, reliable, committed and with a high degree of flexibility and adaptability. Values orientated and outcome focused.

WEST MIDLAND Reserve Forces’ and Cadets’ Association

(WMRFCA)JOB DESCRIPTION – DEFENCE RELATIONSHIP MANAGER (DRM) – FULL TIME

GRADE:C2

Job Overview

1. The DRM will work as part of a team to further the Government’s objectives at regional level by delivering a coherent employer engagement programme to support Defences’ purposes, aiming to establish enduring relationships and positive support with both public and private sectors in the WMRFCA area. The principal output is to assist in creating the environment which will encourage employers to support Reservists from the three single Services to meet Defence Requirements. The DRM is the RFCA’s lead on/focal point for the delivery of the employer engagement outputs specified by Stakeholders and is responsible, through the Head of Engagement, for the region’s compliance with the national DRM Business, Marketing and Communications Plans in line with Service Level Agreements (SLA) requirements. The tasks, responsibilities and qualities described below are common to the full time DRM.

Tasks and Responsibilities

2. The DRM s’ tasks and responsibilities are to:

a. Prepare, issue and deliver effective Employer Engagement (EE)/Employer Support (ES) with a contact and communication strategy in line with the DRM Business, Marketing and Communications Plan, and Single Service (sS) EE/ES Plan and the RFCA Management Plan within the allocated budgets.

b. Generate their own appointments attend meetings and manage their own diaries. Deliver EE against SLA and Measurable Effects on regional Key Accounts in accordance with direction from RF&C and Dir Engagement Directortae of Relationship Management (DRM) (on behalf of the Council of RFCAs).

c. Develop and maintain effective liaison with employers and employer organisations.

d. Raise awareness of matters relating to the employment of Reservists and Cadet Force Adult Volunteers, throughout the region and wider civilian community,

e. Gain and maintain supportive employers across the range of Defence People areas.

f. Move employers up the Defence Ladder of Support and onto the National Employer Recognition Scheme in order to identify suitably qualified employers for awards and to play a pivotal role in advising the Regional Employer Engagement Board (REB) on the nominations.

g. Promote and encourage Armed Forces Covenant signatories in liaison with DRM Account Managers, the Regional Employer Engagement Group (REEG) and the REB.

h. Assist the Chains of Command to establish and maintain partnering arrangements with employers and de-conflict with each other (using the Joint Employer Engagement Coordination Cell and DRM).

i. Educate employers on the operational requirements of mobilisation, demobilisation and contingency operations.

j. Advise local units where required to seek and gain support of all known employers of Reservists in order to assist the single Services.

k. In consultation with Defence priorities, and guided by advice from DRM, the REEG and the REB’s priorities deliver RFCA EE/ES activity.

l. As part of a team, deliver a consistently branded Silver Defence Employer Recognition Scheme award event on an annual basis.

m. Provide Defence priorities to DRM’s Research Team for the region so that appropriate key accounts can be identified on an annual basis.

n. Produce periodic reports on progress as required for the Head Of Engagement

o. Maintain and validate the Salesforce database of Reservists and Employer contacts in accordance with direction from DRM and increase and nurture new contacts and, identify potential new REB/REEG members as/when required.

p. Maintain an effective liaison with DRM, including attendance at the workshops in order to understand Defence intent and share best practice.

q. As an SME, liaise with, and provide support to the Chain of Command on all employer engagement matters

(i) RF&C Ops Sp Pol Staff.

(ii) REB.

(iii) REEG.

(iv) Regional EE Team (RET), units and sub-units including PRUs.

(v) CTP, DWP, RFEA, DCP, NEETs, Colleges, Schools.

(vi) Chambers of Commerce, IOD, FSB etc.

(vii) Service Recruiting and Presentation/Engagement Teams.

(viii) Regional Transition Working Group

r. Identify potential Reservist/Employer stories and case studies for media disclosure, in association with the RFCA’s PR/Comms team,

s. As part of a team, organise and manage events and briefings and when required speak and present to small and large audiences of employer and industry related organisations.

t. In consultation with DRM and the REB be prepared to plan, organise and conduct meetings to meet planned objectives.

Regional Specific Additional Tasks

3. Be prepared to undertake other tasks as directed by the Head Of Engagement specific to your region which might include:

a. Supporting the REEG and REB Secretariat.

b. Community Engagement.

c. Liaison and furthering relations with Veterans Organisations and Service Charities.

Budget

4. The DRM is to manage the regional EE budget within annual limits, as agreed with the Head Of Engagement and in line with the guidance from the DRM Business Plan .

Membership of Committees

5. The DRM will be a member of the REEG (on rotation)

6. The DRM will be a member of the REB (on Rotation)

Competences Required for the Post

7.Essential Competences

a. Ability to manage own accounts .

b. Experience of the commercial environment.

c. Excellent communication, interpersonal and presentational skills.

d. Strong IT skills, particularly Microsoft Word, Powerpoint and Excel; and practical experience of managing and operating a database.

e. Valid full driving license.

f. Senior Account and/or Sales Management experience.

8.Desirable Competences.

a. Understanding of the Reserve / Regular / Cadet military environment.

b. Understanding of HR / employment.

c. Understanding of employers CSR policies.

d. Experience of event planning and management.

e. Budget management.

f. Understanding of CRM Database (Salesforce preferred).

Appraisal Reporting Chain

9. The Head of Engagement will be the first Reporting Officer. The RFCA Chief Executive will be the Countersigning Officer.

Appraisal Responsibilities

10. The DRM may be the first Reporting Officer for the Employer Support Admin Support

Officer.

11. Whilst there may be temporary situations where one DRM acts primus inter pares for other DRM s, long term appraisal responsibility will sit with Head of Engagement.

Health and Safety Responsibilities

12.The DRM is to comply with the SHEF responsibilities of the RFCA.

Other Duties

13. Any other duties (appropriate for the grade) as directed by the line manager in accordance with departmental priorities and staff availability, or as required due to changes in technology.
