Working Pattern: Full time
Working Arrangement: 36.25 hours per week / Hybrid working
Interview Date/Type: Face to face

About the Role
We are seeking an experienced and motivated Commissioning Officer to play a key role in working with the commissioning team in the commissioning and delivery of high-quality, value-for-money residential, nursing, homecare, reablement and community-based support services across Trafford.
Working closely with Specialist Commissioners and partners across health, social care and the voluntary sector you will support the full commissioning cycle and help shape services that enable people to live well and independently either in their own homes or within care settings.
This role has a particular focus on:
- Market management, oversight, transformation and development
- Quality assurance of care packages and placements
- Relationship management with providers
- Improvements to deliver efficiencies across our commissioning processes
You will be required to have experience of Commissioning and Social Care within the fields of Homecare, Reablement, Residential and Nursing care.
Key Responsibilities
- Support all aspects of the commissioning cycle across adult social care, health and wellbeing services
- Commission, monitor and review contracts to ensure quality, compliance and effectiveness
- Lead and contribute to the development of the homecare market, increasing capacity and supporting a new community-based model of care
- Manage delegated commissioning budgets and undertake financial analysis to ensure cost-effectiveness
- Lead service reviews, market engagement and service improvement activity
- Develop service specifications and work with procurement teams through tendering processes
- Prepare reports, position statements and business cases for senior leaders
- Build strong relationships with providers, communities and partners to deliver shared outcomes
- Line manage Commissioning Support Officers where required, supporting performance, development and wellbeing
- Champion the strategic direction of the council in ensuring that we can improve lives every day for the people of Trafford.
About You

Do you have an understanding, knowledge and experience of commissioning? Do you have an understanding of CQC Regulatory Requirements and Good Practice? You will be organised and efficient, with excellent communication skills, the ability to develop positive, professional relationships with a range of internal and external stakeholders, and you will have good attention to detail. An understanding of commissioning is desirable and experience of working in an adult social care setting, using systems such as Liquid Logic and ContrOCC would also be helpful for this role.
You will be a confident commissioning professional with strong analytical, communication and relationship-building skills, and experience of delivering complex programmes in a fast-paced environment.
You will have:
- Degree-level education (or equivalent experience)
- Relevant management, commissioning or project management qualification or equivalent experience
- Proven experience in local government, the NHS or a similar organisation
- Experience of commissioning, procurement and financial management
You should also be able to demonstrate:
- Excellent stakeholder engagement and influencing skills
- The ability to plan strategically and manage competing priorities
- Strong project management and problem-solving abilities
- Confidence working autonomously as well as collaboratively
- A clear commitment to equality, diversity and Trafford Council’s EPIC values.
