Employer Funding & Risk Lead

Location: Hybrid (with occasional travel as required)

The Role
Are you an experienced pensions, funding or risk professional looking to make a tangible impact? Our client is seeking an Employer Funding and Risk Lead to help safeguard the long-term sustainability of a major UK Local Government Pension Scheme fund. Supporting more than 170 participating employers, you will provide expert advice on funding, actuarial and pension risk matters, ensuring both employers and the Fund can navigate an increasingly complex financial and regulatory landscape.

You will play a highly visible and influential role, leading on employer admissions, reorganisations, mergers, cessations and TUPE related pension matters. Working closely with actuaries, senior stakeholders and employer organisations, you will manage employer covenant and funding risks, support the triennial valuation process, and help shape policies that underpin the Fund’s long-term financial health.

Key Responsibilities
  • Lead on employer admissions, cessations, reorganisations, mergers and bulk transfers, ensuring compliance with legislation, Fund policies and actuarial guidance.
  • Manage employer covenant and insolvency risk, developing and maintaining processes to assess employer strength, deficit strategies and potential cessation events.
  • Provide expert advice to employers on funding, actuarial and pension risk matters, including TUPE transfers, outsourcing arrangements and contribution requirements.
  • Maintain and develop the Employer Database to ensure accurate, complete and actuarially compliant employer data for valuations and ongoing funding management.
  • Support the triennial valuation process, negotiating employer contribution rates and advising on affordability, risk and phasing arrangements.
  • Monitor employer contribution receipts and performance, ensuring timely payments and effective liaison with internal finance teams.
  • Shape and maintain key employer?related policies, including Funding Strategy Statements, New Employer Policies and Cessation Policies.
  • Supervise and provide cover for the Employer Engagement & Training Officer, supporting wider employer communications and engagement activity.
You Will Need (Essential Requirements)
  • Degree or relevant professional qualification (IPPM, PMI, CII or equivalent).
  • Minimum three years’ post-qualification experience in pensions, including decision-making and client relationship management.
  • Strong knowledge of defined benefit pension schemes, including funding, actuarial principles and employer risk management.
  • Proven experience working in complex environments with financial, regulatory or operational pressures.
  • Excellent communication, negotiation and influencing skills, with confidence engaging senior stakeholders.
  • Advanced Excel skills and strong overall ICT capability.
  • Ability to manage competing priorities, work under pressure and deliver tangible results.
  • A proactive, analytical and solutions-focused approach with strong organisational skills.
Desirable Experience
  • Understanding of Local Government Pension Scheme (LGPS) principles.
  • Familiarity with database applications and employer data management.
  • Experience presenting to varied audiences, including senior leaders and external partners.
  • Knowledge of local authority operating environments.
