An experienced, highly motivated professional is required to develop and lead the strategic direction of fleet management at Northumbria Police.

With a fleet of 790 vehicles, a diverse team of 25 staff in a number of roles and an in-house workshop facility supporting operation of vehicles in an intensive emergency service environment, this is a fleet management role with a difference.

The post-holder will be required to provide professional, strategic advice to senior leaders and ensure sufficient, appropriate vehicles are made available to operational users.

The successful candidate will be a proven change manager with a strategic approach and experience of vehicle management at a senior level, with strong technical and commercial skills, a customer focused approach and an ability to react quickly in a dynamic emergency service environment.

Membership of a relevant professional body, along with comprehensive knowledge of statutory requirements relating to the operation of a vehicle fleet are essential, and a recognised qualification in vehicle or transport engineering is highly desirable.

The successful candidate will possess a Certificate of Professional Competence in Road Haulage, hold a chartered Institute of Logistics and Transport, EngTech qualification and/or Engineering Qualifications (City & Guilds parts 1-3).   • Ensure all compactor servicing is up to date and manage 3rd party supplier repairs ensuring costs are accurate and passed through to customers as required.

Cost and KPI’s

  • Manage fuel purchases and usage.
  • Contribute toward ongoing cost control, actively seeking to improve efficiency and reduce fleet related costs.
  • Maintain, manage and demonstrate improvement in Fleet Monthly KPI’s - suitable actions taken where issues identified.
  • Ensure vehicle availability on a daily basis meets with transport requirements.

People Management

  • Monitor fleet staff performance and suggests corrective action where appropriate.
  • Lead, motivate and develop direct reports, identifying training needs to maintain a flexible and multi-skilled workforce.

  • Minimise vehicle downtime through planning and scheduling of scheduled servicing, booking repairs for reported faults and where necessary arranging temporary replacement vehicles
  • Work in partnership with Operational Managers and HR to determine chargeability of all accidents and execute company fleet policy when action is required.
  • Report fleet/driver performance regularly to senior and operational managers. This is to include, but not limited to, driver behaviours, incident costs, running costs, fines, license checks, and fleet make up.
  • Manage, and update fleet policy and procedures, to include vehicle assignment, personal use, replacement policy, accident reporting process, and other procedures.
  • To offer guidance and administrative support in respect of the vehicle accident process to ensure the process is undertaken efficiently and effectively and in accordance with the Company and Insurance Policies and Procedures.
  • Line management responsibility of the Fleet Coordinator
  • Liaise with company insurers for reporting accidents, proposing new drivers for insurance and ensure the MID is up to date.
  • 9. Maintain relationships with key suppliers including
  • Ensure any risk assessments and method statements associated with the fleet are reviewed in collaboration with HR, and in-line with the company Health and Safety procedures.
  • Manage the administration of the fleet including supervising the fleet coordinator to ensure that ordering and distributing fuel cards, monitoring vehicle trackers, maintaining the fleet database, managing fines, and driving license checks are carried out.
  • Contract management of external providers including vehicle suppliers, trackers, and fuel cards
  • Respond to ad hoc questions and problems from managers or engineers as they arise

Essential Skills and Qualifications:

- Fleet management experience including managing maintenance, procurement, and end of contract charges

- Experience of minimising impact on business whilst conducting cyclical and incidental fleet repairs.

- Excellent knowledge of the VOSA/ DVSA regulatory requirements with a strong working knowledge of UK fleet legislation.

What does a Fleet Manager do?

Fleet Managers are logistics specialists who function as the main point of contact for all fleet-related issues in an organisation. Apart from ensuring that vehicles are roadworthy, registered and licensed, Fleet Managers also look after a company’s team of drivers. Their supervisory duties typically include developing efficient driver schedules, establishing training needs and facilitating regular meetings. Typically, these professionals need a proven track record of supervising staff, maintaining profitable, safe and compliant operations and delivering effective reporting and data analysis.

Fleet Manager education and training requirements

Although this is not a requirement, Fleet Managers often hold a degree or higher national diploma in subjects like logistics and transport management. Candidates can also demonstrate their skills and knowledge in the field by obtaining professional qualifications. The Chartered Institute of Logistics and Transport (CILT), offers a variety of relevant qualifications, such as a Level 3 Certificate in Logistics and Transport.
